Occupancy is the easy part. Authorization is the product: Spot matches the plate to whatever this lot actually honors, not a generic “allowed / not allowed” switch.

Paid session
An hourly or daily checkout that’s still running for this lot.
Permit
A product that’s valid here, and at this hour, including semester and staff permits.
Validation
Hotel room, tenant visitor, event pass, or any code an operator issued.
Allowlist
VIP, service, and other plates that should never be ticketed.
Time rules
Hours, duration caps, and grace periods you configured, not a generic timer.

If it matches

Nothing happens on the street.

The session is logged. The stall stays occupied on the map. Officers are not dispatched. Tracking stays on in case the stay overruns a duration cap later.

If it doesn’t

A citation opens with evidence.

Plate crop, lot, and timestamp land on the citation in seconds. The parker can pay or appeal. Watch can still void it. If you mail citations, owner lookup and the demand notice go through the vendor, nobody on your team stuffs envelopes.

That decision shows up in three places.

Cameras don’t have a second database. Admin, Watch, and the parker portal all read the same event.
